Maine Resources

Disability Rights Maine (DRM) - The state’s official Protection & Advocacy agency, dedicated to safeguarding the rights of people with disabilities. DRM offers legal advocacy and representation for individuals experiencing discrimination or rights violations, as well as information, referrals, and training to empower self-advocacy. The organization also engages in systemic advocacy efforts, including legal action, to address broader issues affecting the disability community. As a member of the National Disability Rights Network, DRM aligns its practices with national standards and provides a key point of contact for disability rights issues in Maine.


Maine Department of Health and Human Services – Office of Aging and Disability Services (OADS) - Operates under Maine’s DHHS and provides a wide range of services to support older adults and individuals with disabilities. These services include help navigating benefits, accessing healthcare, and ensuring rights are upheld. The office works with community providers and families to promote independent living, inclusion, and comprehensive care. It serves as a hub for state-level resources and policy guidance related to disability and aging.


Maine Parent Federation (MPF) - A nonprofit organization that supports families of children with disabilities. MPF provides parents with resources, training, and advocacy tools to help them navigate education, healthcare, and service systems. By empowering families to advocate effectively for their children, MPF strengthens the support network for youth with disabilities and promotes inclusive practices in schools and communities.


Speaking Up for Us (SUFU) - A statewide self-advocacy group led by and for adults with intellectual and developmental disabilities. SUFU offers training and leadership opportunities to help individuals speak up for their rights and influence public policy. It also creates spaces for members to build confidence, share their experiences, and engage in community decision-making. SUFU plays a critical role in fostering independence and inclusion for people with developmental disabilities in Maine.


U.S. DOJ and State of Maine Behavioral Health Agreement (2024) - In a significant development for disability rights, the U.S. Department of Justice and the State of Maine reached a settlement in 2024 to improve behavioral health services for children with disabilities. The agreement aims to reduce unnecessary institutional placements and ensure children receive appropriate, community-based care. This policy shift prioritizes supporting children in their homes or foster families rather than institutional settings, marking a major step toward compliance with the Americans with Disabilities Act and the Olmstead decision.

Regional Resources

New England ADA Center - Serving all six New England states, the New England ADA Center provides training, technical assistance, and resources to promote compliance with the Americans with Disabilities Act (ADA). Operated by the Institute for Human Centered Design since 1996, the center focuses on outreach, capacity building, and addressing persistent gaps in ADA understanding and implementation.


Disability Rights Connecticut (DRCT) - Connecticut's designated Protection & Advocacy (P&A) system, advocating for the civil and human rights of individuals with disabilities. The organization offers legal assistance, policy advocacy, and resources to support the disability community.


Massachusett's Disability Law Center (DLC) - DLC is Massachusetts' P&A agency, offering legal representation, advocacy, and resources to individuals with disabilities. The center addresses issues such as discrimination, accessibility, and rights violations.


Disability Rights Center – New Hampshire (DRC-NH) - Provides legal advocacy and support to individuals with disabilities in New Hampshire. As part of the federally funded P&A system, the organization works to protect and advance the rights of people with disabilities.


Disability Rights Rhode Island (DRRI) - The state's P&A agency, dedicated to advocating for the rights of individuals with disabilities. The organization offers legal services, policy advocacy, and resources to support the disability community.


Disability Rights Vermont (DRVT) - Serves as Vermont's P&A agency, providing legal advocacy and support to individuals with disabilities. The organization focuses on protecting civil rights and promoting systemic change.

National Resources

Americans with Disabilities Act (ADA) - A landmark federal civil rights law that prohibits discrimination against individuals with disabilities in various aspects of public life, including employment, education, transportation, and access to public and private spaces. ADA.gov offers comprehensive resources such as legal texts, guidance documents, and tools to help individuals understand their rights and obligations under the ADA. 


Section 508 of the Rehabilitation Act - Section 508 mandates that federal agencies ensure their electronic and information technology is accessible to people with disabilities. Section508.gov provides guidance, policies, and resources to help agencies comply with these requirements, promoting equal access to digital information and services. 


Digital Accessibility Guidance - Offers resources to assist federal agencies in designing and delivering accessible digital products and services. It provides an introduction to accessibility, best practices, and tools to ensure that digital content is usable by all individuals, regardless of disability.


U.S. Department of Health & Human Services (HHS) - Provides additional resources and guidance on implementing Section 508 standards within the department. These resources support the development of accessible information and communication technology, ensuring compliance and promoting inclusivity.


American Bar Association (ABA) – Commission on Disability Rights - Works to promote justice and the rule of law for individuals with disabilities. It offers resources, guides, and support for legal professionals and entities to ensure full and equal participation of people with disabilities in the legal profession.
